sounds like your pump is not providing enough pressure. Is there moisture in the fluid? (check for bubbles)

Try changing the fluid and seeing if this helps.

l would guess that is its the pump.however a loud noise is normally heard from the pump. Steering boxes usually do not fail just leak.

Check all the steering hoses, if one is collapsing on the inside, it could cause momentary loss of pressure. You will also want to check the pressure of the steering pump at higher rpms.

That problem is usually nothing more then lack of lube what u need is to have a place do a lube but they have to make sure that the old stuff gets pushed out & the new lube goes in not just put the grease gun on the fitting & shoot a quick shot of lube u have to let it push old stuff out. l say a fitting somewhere has not gotten proper lube. If that is not it do not play guessing games with things like ball joints go to a Ford/Mercury dealer & have someone drive the car & ask them to find the problem but first make sure every fitting got a though lube job.

could be the gear box, or check to see if the bolts for the tie rod sleeves do not hit the frame when turning

Please describe ''sticky''?

If it feels like something is fighting you, Yeah I've seen steering pumps not outputting enough or the box getting debris in the worm.

Would actually take me to road test to determine.

Also check on if it is the top of the line grand Marquis as some had computer assisted steerign that can cause issues also.
